After having been head of the Montreal Economic Institute from 1999 to 2006, Michel Kelly-Gagnon was president of the Quebec Employers Council until January 2009. He graduated in law from the Université de Montréal. Early in his career he practiced law with Colas & Associates in Montreal, and then went into business as an associate of Formatrad, a company specializing in employee training. Mr. Kelly-Gagnon is actively involved in the board of directors of the Fondation universitaire Pierre Arbour and the John W. Dobson Foundation. He returned to the Montreal Economic Institute in January 2009. |

A Professor of Political Science at the University of Calgary, Rainer Knopff has written widely in the areas of public law, human rights, and Canadian political thought. His books include The Charter Revolution and the Court Party and Charter Politics (both with F.L. Morton), Human Rights and Social Technology: The New War on Discrimination (with T.E. Flanagan), and Parameters of Power: Canada’s Political Institutions (with Keith Archer, Roger Gibbins, and Leslie A. Pal). Bruce Pardy, Professor, Queens University

Bruce Pardy is a Professor in the Faculty of Law at Queen’s University. He has taught environmental law at law schools in Canada, the United States and New Zealand, and written extensively on environmental governance, including ecosystem management, climate change, water law and environmental liability. Before becoming an academic, Professor Pardy was a litigation lawyer at Borden Ladner Gervais LLP in Toronto. He presently sits on the Ontario Environmental Review Tribunal as an adjudicator and mediator. |
